Abstract
This study evaluated the effectiveness of implementing the policy of building and upgrading offshore fishing boats in Binh Thuan province under the policy of Decree 67. From January 2022 to August 2022, the study surveyed 111 fishers who were owners and captains of a new and upgraded fishing vessel in Binh Thuan under the Decree 67. The study’s findings showed that 120 new and upgraded fishing vessels were supported by credit loans with a total deployment cost of 1,360.6 billion VND. However, only 111 fishing vessels have been still active fishing. About 45.9% of respondents rated from "effective" to "very effective" of the policy under Decree 67 to support fishers in credit sources for building and upgrading offshore vessels that allow them to equip new engine machinery, modern marine and fishing equipments. 7.2% of respondents stated that the policy was from “ineffective” to “very ineffective” in helping them expand their fishing grounds and increase their income. Besides, 36% of respondents rated it "favourable" to "very convenient" when handling documents and procedures for approval to build fishing vessels. About 5.4% of participants said they still have difficulties accessing loans and disbursing credit from banks. These are important to help stakeholders perform their duties well. Since then, management measures to improve the efficiency of implementing fisheries policies to promote fisheries development were proposed in the coming time.
