Abstract
The study on assets for pond aquaculture at 3 communes/ward of Ninh Ich, Ninh Loc and Ninh Ha was carried out from 11/2022 to 08/2023 by survey method. Basing on the sustainable livelihoods framework (DFID, 2009, results analyzation showed that assets for pond aquaculture got limitations in general. Pond area per household was very different. Simultaneously, the proportion (%) of households with pond area lower than the average was high (the lowest reaching up to 55.96% at Ninh Ha) and the one having to completely rent ponds was quite high (lowest at 35.23% at Ninh Loc). Water supply activity still encountered some issues with unstable water quality. Besides, the area of mangrove was low compared to the plan, especially in Ninh Loc (5.0 ha compared to 36.74 ha) and Ninh Ha (2.78 ha compared to 29.80 ha) and has just increased slightly (0.7 ha in Ninh Ha and 7.0 ha in Ninh Loc, respectively) in recent years. Although having experience (5 - 40 years), the majority of pond aquaculture labors was at low level of education (more than 40% were the level of secondary school in all three localities) and the human resource was at a very low level of professional expertise (aquaculture engineers only account for 0.65% of the total labor force of pond aquaculture households). Initial assessment showed that financial assets varied depending on household conditions but in general were unlikely to much contribute in meeting livelihood risks. Overall, physical resource did not satisfy pond farming activities of the communities in the study area, especially the the water supply-drainage system and electricity supply in Ninh Ha and Ninh Loc, with the feedback rates (%) ranging from 0 to 19.32%. While social resource could play the role only in small group of households but that were very limited at the community level.
