Abstract

In 2023, Khanh Hoa Province recorded approximately 3,190 fishing vessels, with capture fisheries producing a total yield of 101,243.5 metric tons, primarily from marine fishing activities. These operations provided employment for 23,165 individuals. Collecting sex-disaggregated data (male and female) on activity profiles, resource access, and control over fishery assets is essential to promoting gender-equitable participation and clarifying the division of labor in both production and reproduction activities within the capture fisheries sector and associated fisheries logistics services in Khanh Hoa. Specifically, the study applies the Harvard Analytical Framework to identify the roles of men and women in various fishery-related tasks and to describe fisherfolk profiles. A total of 293 individuals employed in the capture fisheries sector were interviewed, consisting of 49.49% women and 50.51% men. Male participation was dominant in primary production activities, particularly marine fishing operations (79.7%), whereas women played a leading role in post-harvest fisheries trade (88.3%). The research highlights gender-based disparities in resource access, most notably regarding natural resource access to fishing grounds, where men held greater household-level access than women. However, women had greater control over financial resources and support mechanisms, especially savings. The study identifies several factors influencing gender role differentiation—particularly for women—including limited access to training and education, prevailing community norms, social hierarchies, demographic factors, and traditional customs. The study concludes by recommending the development of more innovative policies and multi-stakeholder programs to promote women’s empowerment and advance gender equality outcomes within the fisheries sector.
