Abstract

    Vietnamese vessels illegally fishing in foreign waters is a dilemma. Ending this situation is a prerequisite for the European Commission (EC) to remove the Yellow card for Vietnam’s fisheries. By combining primary and secondary data collection methods, the study conducted a survey to assess the status of illegal fishing in foreign waters of the fishing vessels in the South Central region from January 2022 to June 2022. The study interviewed ten fisheries officials and 100 fishers in Binh Dinh and Khanh Hoa provinces. The results show that Binh Dinh fishing vessels seized by foreign countries due to illegal fishing have decreased from 21 vessels in 2017 to 16 vessels in 2021; Khanh Hoa has not recorded any violations since the end of 2018. All fishers replied that they understood the regulations against IUU fishing. They believed that national marine resources completed depleted, but the resources in foreign waters were abundant. For economic incentives, 48% of surveyed fishers believed that the captain is the primary decision-maker to fish illegally in foreign waters. The issue of law enforcement and penalties for illegal fishing in foreign waters is still weak that needs to improve in the coming time.
