Nghiên cứu đã tiến hành điều tra trực tiếp 166 thuyền trưởng, chủ tàu cá về việc nắm bắt và tuân thủ các quy định liên quan đến bảo vệ nguồn lợi thủy sản và khảo sát kích thước mắt lưới của 60 ngư cụ nghề lưới chụp hoạt động ở vùng khơi thuộc vịnh Bắc Bộ. Công tác điều tra và khảo sát được thực hiện từ tháng 11/2025 đến tháng 4/2026 khi tàu cập tại 03 cảng cá của tỉnh Nghệ An. Kết quả nghiên cứu cho thấy, hầu hết chủ tàu và thuyền trưởng nắm bắt và tuân thủ tốt các quy định. Trong đó, 100% tàu cá trang bị và vận hành thiết bị giám sát hành trình tàu cá; 93,4% tàu cá chấp hành tốt quy định về vùng khai thác thủy sản; 98,2% tàu cá không vi phạm quy định về khu vực cấm khai thác có thời hạn và 100% tàu cá không vi phạm quy định về khu bảo vệ nguồn lợi thủy sản. Bên cạnh đó, có 63,3% chủ tàu và thuyền trưởng sử dụng kích thước mắt lưới tại đụt lưới nhỏ hơn quy định khai thác thủy sản ở vùng khơi.

Abstract
This study conducted face-to-face interviews with 166 skippers and owners regarding their awareness of and compliance with regulations related to the protection of aquatic resources. Additionally, the mesh sizes of 60 fishing gears operating in offshore waters of the Gulf of Tonkin were surveyed. The investigation and survey were carried out from November 2025 to April 2026 when the vessels docked at three fishing ports in Nghe An province. The results indicated that most vessel owners and skippers had a good grasp of and strictly complied with the regulations. Specifically, 100% of the fishing vessels were equipped with and operated vessel monitoring systems (VMS); 93.4% of the vessels complied well with regulations on fishing zones; 98.2% did not violate regulations regarding temporarily closed fishing areas; and 100% of the vessels did not violate regulations on aquatic resource protection areas. However, 63.3% of the vessel owners and skippers had not yet properly implemented the regulations concerning the minimum allowable mesh size for offshore fishing operations.
