Abstract
This paper presents the results of research evaluating the effectiveness of the use of vessel monitoring systems (VMS) in off -shore fishing activities management in Quang Binh province. The study used a mixed-method of secondary, primary, and expert interview researches to evaluate the status of using VMS, achievements, shortcomings and recommended solutions improving the efficiency of VMS. The study showed that: i) Quang Binh had 1,207 off-shore fishing vessels that were required to be equipped with VMS. There were 1,047/1,207 vessels equipped with VMS, accounting for 86.7%. The Thuraya SF2500 was used the most by fishermen, accounting for 64.7%; ii) There was 96.6% of the fishing vessels monitored by VMS, especially the VMS detected 77 cases of fishing vessels violating foreign waters. However, the VMS has not ensured the frequency of sending vessel positions every 2 hours for the vessels with Lmax of 24m or more and every 3 hours for the vessels with Lmax from 15m to less than 24m. It is necessary to have technical, professional and policy management solutions to improve the efficiency of VMS in the coming time in Quang Binh province.
