Abstract

     The spontaneous increase of the number of fishing vessels in Exclusive Economic Zone of Vietnam has created serious consequences. Over the last three decades, the number of fishing boats has increased more than 4 times, or equivalence to 15 times of harvesting capacity. The situation has created a huge pressure on fishery resources that are believed to be exhausted. In addition, the structure of fishing vessels is unreasonable, with a high proportion of small boats exploiting inshore has made the state worse. In that situation, there is an urgent necessitate to reorganize and manage the fishing industry so that it becomes sustainable and has the most efficient social-economic results.
